QUESTION.

VISCOUNT BARRINGTON (for Lord NORTON)

asked Her Majesty's Government, Whether they have prepared a Bill on the Report of the Reformatory and Industrial Schools Commission of 1882–3; and whether any such draft was in the way of consolidation of all existing Acts on the subject, or only in amendment of them; and whether, if the introduction of such a Bill has been prevented by other Business this Session, they will introduce it at the earliest possible period of the next Session?

was understood to say that such a Bill had been prepared and would have been introduced but for the pressure of Public Business. It was partly a consolidation Bill and partly an amending Bill. He did not, however, think it desirable to discuss that Bill further now. It had only just been drafted; but the Home Secretary would be very glad between this time and the next Session to give his best consideration to any suggestions from anyone who was interested in the matter.
