said, that he wished to explain why he did not ask the Question which stood in his name yesterday with reference to the subject of the subsidy to the Canadian Pacific Railway. He did not bring the matter forward, because he was informed that fresh negotiations were in progress between Her Majesty's Government and the Canadian Government, and that it was not desirable that there should be discussion upon the subject at that juncture.
