THE LORD CHANCELLOR (Lord HERSCHELL)

said, he was afraid that such an Amendment would render it impossible to carry out the international arrangement with regard to copyright. If the Amendment were withdrawn, he would, before the third reading, communicate with those at the Foreign Office who had had the matter under their consideration and ascertain whether the Amendment could be accepted.
