, in presenting a Petition from Bristol in favour of this Bill, said, he had put down the second reading for Thursday, the 23rd of March; and he would express a hope that noble Lords would come to the discussion of the provisions of the measure without any prejudice, and that they would consider them free from any Party feeling.
