asked, Whether the report was correct that it was the intention of Her Majesty's Government to introduce a measure relating to the Conservancy of Rivers in the present Session; and, if so, whether it would be brought in in that or the other House of Parliament. It was exceedingly necessary for the interests of those concerned that the subject should be fully discussed; he therefore hoped it would be introduced at as early a date as possible.

THE DUKE OF RICHMOND AND GORDON

The report to which the noble Marquess alludes is quite correct. The Government have in course of preparation a Bill to deal with this important subject, which, as the noble Marquess is aware, is a very difficult one. I hope, at no distant period, to have the honour of introducing that Bill to your Lordships' notice.
