VISCOUNT CRANBROOK

This Bill, my Lords, affects the salaries and position of National School teachers in Ireland. The subject has in various forms frequently been before the other House of Parliament, and also before your Lordships' House as well. The present measure affords a means by which National School teachers in Ireland can, by contributions on their own part, and by assistance from the Irish Church Fund, receive pensions in certain cases and under certain conditions. There are powers in the Bill, by which National School teachers can retire at certain ages, and by which they can augment those pensions. The Bill has been very carefully considered in the other House of Parliament, and I believe the result arrived at in it will be very acceptable to the National School teachers of Ireland, who have hitherto been not overpaid. I beg to move that the Bill be read a second time.
