said, that since the previous evening he had considered the proposal of the noble Earl opposite (the Earl of Elgin) with reference to the number of Commissioners, and also with reference to striking out the statutory qualifications for Commissioners, leaving an unlimited discretion to the Government in the selection of the Commissioners. He was prepared to accept the Amendments.

The following Amendments were then made:—

Clause 12, page 4, line 11, leave out from ("exceed") to end of paragraph, and insert ("five").

Line 21, leave out ("chairman and the three first-named").

Bill passed, and sent to the Commons.
