Moved that the said Report be now received: objected to; and, after short debate, on question, resolved in the affirmative; Report received accordingly.

EARL BEAUCHAMP

said, that in accordance with a promise given by him in Committee, he would now move to insert the following as a separate paragraph, at the end of Clause 12:— A statement of any modifications permitted to be made in any part of an improvement scheme in pursuance of this section shall be laid by the confirming authority before both Houses of Parliament as soon as practicable after they are made, if Parliament be then sitting, and, if not, within one month after the next meeting of Parliament.

LORD REDESDALE

objected to the Amendment. He also thought some additional words should be inserted in the clause to restrict the power of the Secretary of State to modify schemes under the Bill.

After a short conversation, on Question their Lordships divided:—Contents 25; Not-Contents 23: Majority 2.
