Order of the Day for the Nomination of the Committee on these Bills read.

EARL NELSON

complained that, in consequence of the reduction of the number of members of which the Committee was to consist—instead of seventeen lay and six spiritual Peers, as first proposed—the Committee would now be composed of ten lay and five spiritual Peers; so that the proportion between the lay and spiritual elements had been materially disturbed. He objected to the appoint- ment of so many spiritual Peers on the Committee, for the Bishops could not be regarded on this question as representing the parochial clergy. He also regretted the omission of the noble and learned Lord on the Woolsack. It was desirable that the Committee should amalgamate the two Bills; but, when the measure came back, he hoped the House would not be debarred from canvassing its provisions carefully in Committee of the Whole House.

said, that the House would be able to make any alterations in the Bill when it came down from the Committee.
