Message from THE QUEEN, delivered by The Lord President, and read by The Lord Chancellor, as follows:— VICTORIA R. Her Majesty, taking into consideration the eminent Services of Sir Rowland Hill, K.C.B., late Secretary to the General Post Office, in devising and carrying out important Improvements in Postal Administration, and being desirous, in recognition of such Services, to confer some signal Mark of Her Favour upon him, recommends it to the House of Lords to concur in enabling Her Majesty to grant Sir Rowland Hill the Sum of £20,000.

Ordered, That the said Message be taken into consideration on Friday next; and the LORDS SUMMONED.
