THE MARQUESS TOWNSHEND moved the second reading of this Bill.

THE LORD CHANCELLOR

did not object to the principle of the Bill, but he thought it required careful consideration, and a better definition of the offences with which it proposed to deal. Of its main provisions he approved, and he should be happy to give any assistance in his power to improve the measure. It could not pass, however, in its present shape, and he hoped the noble Marquess would consent to refer it to a Select Committee.

Bill read 2a, and committed to a Committee of the Whole House, on Friday next.
