HL Deb 12 April 1859 vol 153 cc1624-5

Order for the Second Reading read.

THE EARL OF AIRLIE

, in moving the second reading of this Bill, stated that it was intended by it to amend and explain the Act of the 6 Geo. IV. There had been some doubt as to what constituted an obstruction within the meaning of that Act; and, indeed, there had been contradictory decisions upon the matter. That point was dealt with by the present measure, which had met with general concurrence in the other House, and which he hoped their Lordships would agree to.

THE EARL OF DONOUGHMORE

had no objection to the Bill; and, in fact, it was only fair that workmen should know distinctly what was penal and what was not.

Bill read 2a and committed to a Committee of the whole House on Thursday next.

House adjourned at half-past Seven o'clock, to Thursday next, half-past Ten o'clock.
