said, that a short time ago he had asked a question of the Lord Privy Seal whether Her Majesty's Government contemplated bringing forward any measure for providing for bishops who, from advanced age or other infirmity, might be desirous of being relieved from episcopal duties by relinquishing their sees. He understood the noble Earl in reply to have said that such a measure was in contemplation; but he was reported to have stated that he was not prepared to give any answer to the question, however important it might be.

said, the noble Earl was correct in his impression as to the answer he had given, and he was sorry it was not audible elsewhere. He was prepared to introduce such a measure.
