Moved to resolve, That as regards the said Bill it partakes of the character of a Bill of aid or supply; and as the Harbour of Dunbar is the only port of refuge for vessels engaged in the herring fishery on the coast of East Lothian, and the said harbour has lately suffered so much from the sea that unless speedily repaired the whole is likely to be destroyed by the storms in the ensuing winter, and such repairs cannot be effected without the assistance granted by the Loan to be advanced by this Bill, the circumstances which render legislation on the subject matter of the said Bill expedient are in the opinion of this House of such urgency as to render the immediate consideration of the same necessary; agreed to.:
