The EARL of GRANVILLE moved the Second Reading of the Bill.

The DUKE of ARGYLL

said, that before the Bill was read a second time, he wished to put a question to the noble Earl on the subject of this Bill. The House was aware that there existed a differential duty between the colonial and the home distiller, and the object of the present Bill was to lower that difference. The homo distillers did not complain of this; but they complained of restrictions which were imposed upon them with respect to warehousing spirits. When this Bill was introduced into the other House, a Bill was also introduced with respect to warehousing British spirits. He wished to ask whether it was the intention of the Government to endeavour to obtain the sanction of Parliament without delay to the British Spirits Warehousing Bill?

replied, that it was the intention of the Government to proceed with this Bill with as little delay as possible.
