said, that his noble and learned Friend, the Lord Chief Justice of the Court of King's Bench, was again prevented by his judicial duties from being present here, and had requested him to say, that instead of proposing the amendments he had before suggested in this Bill he should adopt a different course. He should withdraw the present Bill, as, upon consultation with his brethren on the bench, he found it would be more advantageous to pass a measure in a different shape, but the same in principle. He now, therefore, presented the new Bill, and moved that the old one be withdrawn.

Motion agreed to, old Bill withdrawn and the new Bill read a first time.
