having proposed to postpone the second reading of this Bill,

really could not consent to the noble Viscount's postponing this important Bill so frequently without assigning any reason for his doing so, or giving any notice of his intention.

Lord Melbourne

said, his object in postponing the Bill was, to introduce some very extensive amendments, which he hoped would meet the approbation of the House and satisfy the noble Earl himself. The Bill was of too much importance to be hastily disposed of.

The Earl of Wicklow

suggested, if these amendments affected the principle of the. Bill, that the noble Viscount should withdraw it, and bring in a new one.

Viscount Melbourne

said, the amendments did not affect the principle, nor were they yet fully matured. He intended to propose them in the Committee.
