MADAM SPEAKER put forthwith the Questions necessary to dispose of proceedings on the motion relating to further expenditure, pursuant to Order [26 November].

Motion made, and Question proposed, That this House welcomes the new spending plans set out in the Budget statement presented by Mr. Chancellor of the Exchequer on 30th November; congratulates Her Majesty's Government on its policy of reducing the share of national income taken by the public sector; welcomes the contribution which is being made by firm control of public spending to reducing the PSBR, so providing conditions for sustainable recovery; supports the increased spending planned in priority areas and the pressure being applied to the Government's own costs; and commends the Government's determination to maintain sound public finances and improve value for the taxpayers' money.—[Mr. MacKay.]

Amendment proposed to the Question, to leave out from "House" to the end of the Question and to add instead thereof: 'notes the real cuts in the Government's new spending plans set out in the Budget statement presented by Mr. Chancellor of the Exchequer on 30th November 1993 resulting from the complete inadequacy of the Government's economic policies which have failed to produce either high employment or sustainably high rates of growth; regrets the absence of any strategy for using public investment to help generate growth and employment; condemns the unacceptable cuts to key public services and public investment programmes, while forcing public sector workers to pay the price of the Government's economic failure; and condemns the betrayal of election pledges which will see public spending plans cut below this year's level in real terms both next year and the year after, will slash transport and housing programmes, cut the employment budget and support for local authorities, and sharply reduce unemployment benefit, invalidity benefit and the Government's contribution to sick pay, so increasing poverty.'.—[Mr. Derek Foster.]

Resolved, That this House welcomes the new spending plans set out in the Budget statement presented by Mr. Chancellor of the Exchequer on 30th November; congratulates Her Majesty's Government on its policy of reducing the share of national income taken by the public sector; welcomes the contribution which is being made by firm control of public spending to reducing the PSBR, so providing conditions for sustainable recovery; supports the increased spending planned in priority areas and the pressure being applied to the Government's own costs; and commends the Government's determination to maintain sound public finance and improve value for the taxpayers' money.
