You, Captain Bourne, and the Members of the House of Commons who have known me for a very long time will know that I am not going to keep hon. Members from catching their trains, but I do wish, in the space of two minutes, to bring to the attention of the Committee the importance of this immense Vote we are passing to-night. I know that you, Captain Bourne, would prefer me to raise the point in the form of a question, but it is a little difficult to do so now. It is important to draw attention to the fact that the Air Vote which I introduced to the House in 1922 was £8,000,000 less than the Supplementary Estimate we are asked to pass to-night. I wish to draw the attention of the Committee—and if I can the outside world—to the fact that this is a fundamental insurance of Britain and Britain's homes
