§ Earl WINTERTONThe delay, which no one regrets more than the Secretary of State in Council and the Government of India, is due to the fact that when the Indian scheme was ready for application a similar problem arose in regard to the British Army and the Navy. It was decided that the compensation terms for all three Services must be considered comprehensively, and the results of that consideration are now awaiting final confirmation.
