21. Mr. SWAN

asked the Under-Secretary of State for Foreign Affairs whether he is aware that letters to Zaghloul Pasha addressed through Lord Allenby, according to instructions, including letters from Madame Zaghloul, do not reach Zaghloul Pasha; that only three letters from Zaghloul Pasha have reached their destination, although he writes twice weekly to Madame Zaghloul; and that cables sent to Zaghloul Pasha do not reach him, but that a résumé of them is sometimes given to him and sometimes read over to him; and why this restriction is imposed, seeing that communications to and from him are always sent through Lord Allenby as ordered?

I have no information regarding the first three parts of this question; the fourth part does not, therefore, arise.

Mr. SWAN

Will the Noble Lord make inquiries, and if such restrictions are operative in regard to the correspondence with Zaghloul, will he seek to have them removed?

Earl WINTERTON

With respect to the complaints which the hon. Member stated yesterday had come from Zaghloul, no report has yet been received, but, as promised, I have asked the Secretary of State if the inquiries into these complaints can be expedited, and he has signified his willingness.

Mr. SWAN

This is a new question, and new matter arises. Can the Noble Lord have it inquired into?

I have said that we have no information on the subject, but if the hon. Member will produce information I will consider it.

Captain W. BENN

As far as the Government of Egypt is concerned, is this free communication with Zaghloul permitted?

Earl WINTERTON

I cannot say what are the conditions.
