(1) This Act may be cited as the Temperance (Scotland) Act, 1912, and shall apply to Scotland only.

(2) This Act and the Licensing (Scotland) Act, 1903, may be cited together as the Licensing (Scotland) Acts, 1903 to 1912.

I beg to move, in Sub-section (1), to leave out the word "Temperance," and to insert instead thereof the word "Licensing."

This is really a Licensing Bill, and I think the name ought to be changed. There may be differences of opinion whether it is a temperance measure or not. The right hon. Gentleman would say it is, but I am not so sure about it. It is a sort of canting name introduced into the nomenclature of an Act of Parliament. Acts of this sort have always been called "Licensing Acts." It is a Local Veto Act pure and simple, and I think it ought to have its proper designation.

into law, but if it does it ought to be called by its proper name.
